1946年3月，馬歇爾返回華盛頓向杜魯門彙報工作，杜魯門把他作為一個英雄來迎接。馬歇爾在一次新聞釋出會上說，中國領導人「成功地終止了過去二十年的敵對行動」。他說，國共雙方「現在正忙於遣散大批軍隊並把剩下的軍隊統一整編成一支中央軍隊」。
馬歇爾的誠意是無可爭議的。他是一個誠實的人，心直口快，不會去粉飾困難。毛澤東因其「槍桿子裡出政權」的論述而聞名遐邇是有道理的——他的這個精闢論點指導著中國共產黨人去擁有自己的軍隊，絕對不能只相信和平的政治鬥爭。但馬歇爾顯然真的相信，如果能給共產黨人保證他們能得到真正的民主制度的話，中共是會放棄他們獨立的軍隊的。「這是非常了不起的，」他在新聞釋出會上說，「我們能夠這麼快就理順了原先看起來似乎是不可能的條件，而這些條件在中國人民身上有著悲劇效應。」
